A key aspect is reshaping how governments interact with territorial actors when addressing complex challenges —an outward change that also requires inward transformation within governments. While action research (AR) offers frameworks for organisational change (e.g., Coghlan and Brannick 2001; Greenwood and Levin 2007), the Action Research for Territorial Development (ARTD) approach focuses on transforming inter-organisational relationships within a territory. However, all these contributions often overlook the need to integrate both inward and outward transformations. This paper draws on the case of Bilbao Next Lab— a policy laboratory to foster urban competitiveness through ARTD—to contribute to the AR literature and propose a new framework for simultaneously addressing government and territorial transformation. The analysis is focused on a year-long process involving seven reflection–action cycles within two dialogue spaces with policymakers from Bilbao Ekintza, the economic development agency of Bilbao City Council. These spaces involved both technical staff and senior policymakers. The findings highlight the importance of addressing both territorial and organisational complexity in action research processes aimed at fostering inward and outward transformations. More open, horizontal, and participatory forms of interaction within governments can promote the joint participation of members of higher and lower positions in collaborative governance spaces, thereby strengthening territorial praxis by bridging reflection and decision-making with action. Siguiendo basicamente las pautas marcadas por la escuela italiana, se analizan las aportaciones teoricas realizadas en torno a los sistemas descentralizados y las economias externas. Dicho analisis permite diseñar el estudio empirico deduciendo cuales son las caracteristicas definitorias de la estructura de los SPL y las variables que permiten analizarlas. One position regards regional development as a new third mission. Another position argues for the integration of the regional role within the first two roles, which are teaching and research. Both positions are normative and rest on the assumption that the university is a homogeneous organisation and that transforming the role of the university into a regional development role is simple. However, if the university is a loosely coupled organisation, the transformation is more challenging. This chapter addresses this organisational challenge by arguing for the integration of regional development into teaching using the approach of responsible research and innovation. This approach requires that individuals assume personal responsibility for their actions while also reinforcing university institutional responsibility for setting policies, such as regional development policies. Regional responsibility in practice involves the co-generation of knowledge between university actors and regional actors. An action research case from the University of Agder, Norway, shows how the regional development role was integrated into the teaching mission.Ítem Elementos clave de la investigación acción en primera persona para procesos en segunda persona(Orkestra-Instituto Vasco de Competitividad, 2021) Larrea Aranguren, MirenÍtem Facilitation of entrepreneurial discovery processes by policymakers: an actionable definition of roles and challenges(Springer, 2023-06) Estensoro García, Miren; Larrea Aranguren, MirenThe objective of this paper is to contribute to the academic literature with an actionable framework of the roles of policy makers in entrepreneurial discovery processes (EDP) in the context of smart specialisation strategies (S3). The methodology used to define such roles is action research and, consequently, they are the result of learning and negotiation between policy makers and other territorial stakeholders facilitated by action researchers. The case study is based in the Bilbao Next Lab project (Bilbao, Basque region, Spain) where this methodology was chosen because policy makers wanted to explore EDP through collaborative governance. The key findings have been integrated in a framework named as the six roles of facilitative policymakers in EDPs. Its actionability is visible in the connection of the framework with the dilemmas, difficulties, and problems faced by policy makers when facilitating EDP processes. The framework is presented together with a discussion on the relevance of including tailored capacity development processes for policymakers as part of the EDP. It is based on a programme in Gipuzkoa, Basque Country (Spain) where action researchers have been collaborating with policymakers since 2009. Our paper shows how concepts like pluralism, agonism and escalation have helped to reframe the approach to conflict in action research for territorial development (ARTD). To share how these concepts operate in practice, the chapter is based on two experiments. One is based on ARTD (action research for territorial development) and took place in a Think Tankin the Basque Country. The other is based on ART (action research for transformations) and refers to a workshop in an Action Research + coLAB. In each experiment, action researchers and policymakers participated in self-inquiry and self-development processes. This article empirically illustrates how, despite being understudied in the literature on collaborative governance, the “place” dimension (used here to refer to territory as a collective subject) can serve as a backbone that provides a distinctive logic and dynamic, bringing about a specific collaborative governance model — one that is especially relevant in the context of collaborative initiatives by regional governments. We describe a series of necessary features for place-based dynamics to emerge. The article seeks to share a conceptual framework that distinguishes between government-centred and place-based approaches to collaborative governance which can be used as a reflective tool for facilitators of collaborative governance. There is diversity, for instance, when it comes to who is learning, what they are learning and the result of the learning process. This chapter shares, first, some of the perspectives developed in the framework of regional innovation policies. Then it focuses on the role of researchers in the field to contribute to policy learning. When addressing the role of researchers, we depart from the opinion held by some authors that policymakers do not always have the absorptive capacity required to implement policy recommendations delivered by researchers. Subsequently we offer a hypothesis that what is hindering these processes is not only the lack of absorptive capacity by policymakers but also the taken-for-granted assumptions that linear transfer works. Linear transfer is the process through which knowledge is first generated by researchers, secondly translated into recommendations and finally implemented by policymakers. We argue that behind the low level of effectiveness of these procedures lies, as much as the requirement for capabilities by policymakers, the need for a better understanding of the policy process by researchers. We try to address this last issue in two ways. First, we propose some frameworks from policy sciences that can help complement the ones in regional innovation policy literature. Then, based on in-depth interviews with policymakers in the Basque country, we share some insights into why policymakers find recommendations from researchers hard to implement, signalling how this connection could be improved. In the concluding section, we propose some methodological features of research that could help enhance policy-learning processes.Ítem A resource-based view on SMEs regarding the transition to more sophisticated stages of industry 4.0(Elsevier Ltd, 2022-10) Estensoro García, Miren; Larrea Aranguren, Miren; Müller, Julian; Sisti, EduardoThe integration of small and medium-sized enterprises (SMEs) within the concept Industry 4.0 represents one of its main challenges, as they play a vital part in industrial value chains that shall be digitized from suppliers to the end customer. However, what the implementation stages for Industry 4.0 in SMEs should be as well as the respective resources for achieving the next stage are scarcely understood. In response, this paper proposes a framework using a resource-based review for Industry 4.0 implementation according to the stage of development in SMEs, created between researchers, policy makers, and 354 manufacturing SMEs in the province of Gipuzkoa (Basque Country, Spain). The paper applies a mixed-method approach, combining qualitative (interviews) and quantitative elements (survey data). The results are used to develop a model with four stages of SMEs that are characterized by having distinct preconditions and conditions for Industry 4.0. Thereupon, the required measures to achieve the next stage of Industry 4.0 implementation are derived. This highlights Industry 4.0 for SMEs as a process with different stages toward achieving sustainable competitive advantage and offering insight into how the different resources operate. The high importance and advanced position regarding industrial value creation and SMEs in Gipuzkoa allows to generalize and transfer the findings to other European regions.Ítem Los retos de la co-generación en la búsqueda del impacto social de la universidad: un caso de construcción de un espacio dialógico a través de la investigación acción(Historia de los Sistemas Informativos (HISIN), 2018-11-02) Canto Farachala, Martha Patricia; Costamagna, Pablo; Eizagirre Eizagirre, Andoni; Larrea Aranguren, MirenAl centro del debate sobre el impacto social de la universidad se encuentra una nueva división del trabajo en la producción de conocimiento que pueda responder a los retos de la sociedad. Esta nueva división del trabajo es más compleja y advierte un giro epistemológico en la forma de organizar la interacción entre conocimiento académico y sociedad. Este artículo plantea cuatro retos identificados a partir de un caso de construcción de un espacio dialógico para la co-generación de conocimiento. Specifically, it delves into the relationships between action researchers and policy-makers when co-generating the processes that led to the creation of a new governance model for territorial development. The learnings discussed in the chapter identify this dynamic as soft resistance, the conflict-based and agreement-oriented relationship between the critical and the relational roles of researchers and practitioners that can institutionalise new models of governance among territorial actors.
