The Lisbon Treaty, if it finally comes into force, will bring above all an institutional reform of the European Union. This paper focuses on this reform already started 15 years ago with the Maastricht Treaty and the unfortunate attempts in Amsterdam and Nice, and studies the legal political process as well as the efforts made at the European Convention (2002-2003) and at the Intergovernmental Conference (2003-04) within a constitutional context. It also deals with the 2007 Mandate and Intergovernmental Conference culminating in the Lisbon Treaty. Regarding the near future, this limited legal result should not ignore the conflictive divergent political process which has preceded it and continues latent as well as patent, making new political and legal reforms necessary in order to avoid the decadence of the European integration.en
