These challenges have increased the pressure on universities and their academic staff to assume more engaged roles within their respective territories. This article explores how social sciences research can contribute to regional policy capacities for tackling social challenges. Specifically, it focuses on the institutional arrangements that universities develop to facilitate engaged research in regions, or what have been labelled «university-based boundary organisations». We suggest that they are a relevant regional instrument due to their integration of knowledge bridging and knowledge coproduction functions. It is based on a programme in Gipuzkoa, Basque Country (Spain) where action researchers have been collaborating with policymakers since 2009. Our paper shows how concepts like pluralism, agonism and escalation have helped to reframe the approach to conflict in action research for territorial development (ARTD). However, these complexities, inherent to the policy world, have often not been sufficiently recognized or considered in prescriptive studies of regional innovation policies, which may hinder the contribution being made from the research to the practice of innovation policy. The present conceptual article reflects on the relevance of analytical approaches toward capturing, and interacting with, such complexities. We discuss necessary reflections that should take place in the process of analyzing regional innovation policies so as to grasp and address their complexities in a more comprehensive and holistic manner. This article empirically illustrates how, despite being understudied in the literature on collaborative governance, the “place” dimension (used here to refer to territory as a collective subject) can serve as a backbone that provides a distinctive logic and dynamic, bringing about a specific collaborative governance model — one that is especially relevant in the context of collaborative initiatives by regional governments. We describe a series of necessary features for place-based dynamics to emerge. The article seeks to share a conceptual framework that distinguishes between government-centred and place-based approaches to collaborative governance which can be used as a reflective tool for facilitators of collaborative governance. There is diversity, for instance, when it comes to who is learning, what they are learning and the result of the learning process. This chapter shares, first, some of the perspectives developed in the framework of regional innovation policies. Then it focuses on the role of researchers in the field to contribute to policy learning. When addressing the role of researchers, we depart from the opinion held by some authors that policymakers do not always have the absorptive capacity required to implement policy recommendations delivered by researchers. Subsequently we offer a hypothesis that what is hindering these processes is not only the lack of absorptive capacity by policymakers but also the taken-for-granted assumptions that linear transfer works. Linear transfer is the process through which knowledge is first generated by researchers, secondly translated into recommendations and finally implemented by policymakers. We argue that behind the low level of effectiveness of these procedures lies, as much as the requirement for capabilities by policymakers, the need for a better understanding of the policy process by researchers. We try to address this last issue in two ways. First, we propose some frameworks from policy sciences that can help complement the ones in regional innovation policy literature. Then, based on in-depth interviews with policymakers in the Basque country, we share some insights into why policymakers find recommendations from researchers hard to implement, signalling how this connection could be improved. In the concluding section, we propose some methodological features of research that could help enhance policy-learning processes.Ítem Public innovation through governance in place-based competitiveness policymaking: the case of Bizkaia Orekan(Emerald Group Holdings Ltd., 2020-04-22) Arrona Etxaniz, Ainhoa; Franco Rodríguez, Susana; Wilson, James RalphPurpose: The purpose of this paper is to explore the link between collaborative governance arrangements for place-based competitiveness and public innovation. Design/methodology/approach: The paper combines a conceptual discussion of the links between collaborative governance, competitiveness policy and public innovation with a case study analysis of a specific governance process that aims at adapting policy to respond to local competitiveness challenges in the Basque province of Biscay. Findings: The conceptual discussion leads to the hypothesis of a new distinction with respect to how governance relates to public innovation. Innovation can occur in governance, through governance or with governance. The analysis of the case supports this distinction. Multi-actor collaboration for competitiveness policymaking (innovation in governance) has led to policy innovation (innovation through governance). This has also promoted emerging administrative changes that could be conducive to a more innovative public sector in general (innovation with governance). These findings validate arguments posed by proponents of collaborative innovation that suggest that multi-actor collaboration is a driver for public sector innovation. Originality/value: The value of the paper rests on linking theoretically and empirically two relevant and currently popular phenomena: networked governance for place-based competitiveness policymaking and public sector innovation. The thesis draws on policy sciences and governance studies to complement insights provided by regional development and innovation studies, in order to provide a better understanding of: the nature of the policy process, policy problems and the policy world; governance and multi-actor collaboration in policymaking for territorial development; and the functions that research can play in such processes. The conceptual work is further developed through four co-authored articles that delve on to the research-policy dynamics and on the role of governments and public organisations in multi-actor collaborative processes, both conceptually (Article 1) and empirically, analysing two cases of collaboration-based governance for territorial development in the Basque Country: Gipuzkoa Sarean – Etorkizuna Eraikiz Territorial Development Lab and Bizkaia Orekan (Articles 2, 3 and 4).Ítem Soft resistance: balancing relationality and criticality to institutionalise action research for territorial development(Taylor and Francis, 2018) Arrona Etxaniz, Ainhoa; Larrea Aranguren, MirenThis chapter explores the dynamic between relationality and criticality in Gipuzkoa Sarean, an action research project in the Basque Country, Spain. Specifically, it delves into the relationships between action researchers and policy-makers when co-generating the processes that led to the creation of a new governance model for territorial development. The learnings discussed in the chapter identify this dynamic as soft resistance, the conflict-based and agreement-oriented relationship between the critical and the relational roles of researchers and practitioners that can institutionalise new models of governance among territorial actors.Ítem Transformar la gobernanza para hacerla transformadora: una mirada multinivel para(re)pensar(nos) y transformar(nos)(Orkestra-Instituto Vasco de Competitividad, 2024) Arrona Etxaniz, AinhoaÍtem When collaborative development meets New Public Governance: the case of Etorkizuna Eraikiz Territorial Development Lab in Gipuzkoa(Sinnergiak Social Innovation, 2018-11-02) Arrona Etxaniz, Ainhoa; Estensoro García, Miren; Larrea Aranguren, Miren; Sisti, EduardoEtorkizuna Eraikiz Territorial Development Lab (TDLab) is a long-term action research process that has produced a change towards more horizontal forms of territorial development and policymaking governance in Gipuzkoa. The article analyses this experience to reflect on the role of public organisations in steering cooperative forms of territorial development. Specifically, the article suggests that cooperative forms of territorial development may need network-based public organisations; and it shows that TDLab has fostered and embodied practices framed under New Public Governance (NPG), a network-based public administration paradigm. By reflecting on how such practices were fostered in TDLab, the article also suggests a potential complementarity between New Public Governance and action research for territorial development, the research approach and change strategy developed in TDLab, as a means of better contributing to network based public organisations.
