Resumen
A lo largo del primer semestre de 2022, los europeos hemos sido testigos del inicio de una nueva guerra en el continente que ha cambiado radicalmente las perspectivas económicas y nuestra visión respecto a la necesidad de conseguir una mayor autonomía en materia de defensa. La escalada de la inflación ha provocado medidas inéditas como la «excepción ibérica» para limitar el precio del gas en España y Portugal o el brusco cambio en la política monetaria del Banco Central Europeo que ha reducido las compras netas de deuda y que promete próximas subidas de los tipos de interés en la Eurozona. Los conflictos con el Reino Unido, por el protocolo de Irlanda del Norte, y con Argelia, por la eventual suspensión de relaciones económicas con España, han sido también noticias preocupantes que añaden incertidumbre al futuro económico de la UE. Por el contrario, la nueva prórroga de la suspensión de las normas fiscales (el llamado Pacto de Estabilidad y Crecimiento) y la anunciada transferencia de otros 12.000 millones de euros de los fondos de recuperación son parte del «contrapeso» positivo para la Economía española, que podrían ayudar a compensar los efectos negativos de la inflación y de la nueva política monetaria.
During this first half of 2022, we Europeans, have been witnesses of the start of a new war in the continent, that has radically changed the economic forecasts and our vision regarding the need of achieving a higher autonomy in the field of defence. The rising of inflation has provoked unprecedent measures such as the “Iberian exemption” to limit the price of gas in Spain and Portugal or the sharp change in the monetary policy driven by the European Central Bank, which has reduced the net purchases of debt and has announced increases of interest rates in the Euro area. Conflicts with the United Kingdom, due to the Northern Ireland protocol, and with Algeria, due to the eventual suspension of economic relations with Spain, have also been worrying news as they add uncertainty to the EU economic future. On the other hand, the renewed extension of the suspension of the fiscal rules (the so-called Stability and Growth Pact) and the announcement of the payment of other 12 billion euro from the recovery funds seem to be the positive “counterweight” for the Spanish Economy, as they might help to compensate the negative effects of inflation and the new monetary policy.
