dc.description.abstractEl siglo XX es decisivo en la evolución de la protección jurídica de las minorías nacionales, principalmente en lo que se refiere al continente europeo. A su vez, la protección de minorías supondrá una vanguardia del desarrollo progresivo del Derecho internacional de los derechos humanos en la segunda mitad del siglo. Las dos contiendas mundiales y el desmonoramiento del bloque soviético marcan las tres grandes crisis colectivas que darán lugar a decisivas etapas en la formulación ideológica y la garantía jurídica de los derechos de los grupos minoritarios. Como consecuencia de estos y otros avatares políticos, el siglo XX ha alumbrado dos generaciones diferentes de normas protectoras de las minorías. Su comprensión y el análisis de su potencial actual pasan necesariamente por una adecuada contextualización de su creación y evolución a lo largo del pasado siglo.es
dc.description.abstractThe XXth century is crucial in the evolution of the legal protection of national minorities, mainly in respect to the European continent. At the same time, minority protection will play a leading role in the step by step development of the International Human Rights Law in the second half of the century. The two world wars and the fall of the soviet block are the three main collective crises which will open decisive phases of the theoretical formulation and legal guarantee of the minority groups. As a result of these and other historical events, the XXth century has given birth to two different generations of regulations for minority protection. Its understanding and the analysis of their current potentialities require an adequate contextualization of their creation and evolution through the last century.en
