| dc.description.abstract | Els processos de reestructuració i repartiment de funcions que s’estan produint en els sistemes europeus de benestar, col·loquen el tercer sector en una posició de més protagonisme. Així, els mecanismes de relació i representació que s’estableixen entre el tercer sector i l’Administració Pública són un element fonamental en aquest debat. El cas de Guipúscoa, amb l’aprovació d’un nou marc normatiu i la posada en marxa d’un procés de cocreació, exemplifica aquesta tendència i es converteix en escenari de reflexió per a la millora tant dels mecanismes de representació com per al sistema de benestar en el seu conjunt. Amb l’objectiu d’indagar sobre la possibilitat de crear una taula de diàleg civil en el territori i mitjançant l’ús d’una metodologia participativa basada en tècniques qualitatives com l’entrevista semiestructurada en profunditat i el grup de discussió, s’ha donat veu a professionals pertanyents a l’Administració Pública i el tercer sector. En aquest article s’exposen els principals resultats d’aquest procés, assenyalant aquells elements que han guiat el debat, i preocupen tant al tercer sector com a la mateixa Administració, davant la possibilitat de creació d’un nou espai per a la representació. | ca |
| dc.description.abstract | The restructuring processes to which the European Welfare Systems are been subjected to place the Third Sector on a prominence position. In this sense, the relational and representational procedures established between the Third Sector and the Public Administration play an important role in this debate. The “Gipuzkoan case”, characterized by the approval of a new normative framework and the start up of a co-creation process, exemplifies this tendency and it turns it into a reflection scenario for the improvement of the procedures mentioned previously, as well as for the welfare system as a whole. Based on a participatory methodology, this research aims to investigate the possibility of creating a social dialogue table. Professionals from different spheres, the public administration and the third sector, were invited to participate in the study by taking part in the semi-structured interviews and focus groups conducted. This article presents the main results obtained in the research process carried out. Especial focus has been paid on different elements, which have led the debate, and that concern both, the third sector and the public administration, considering the possibility of creating a new area for representation. | en |
