Resumen
El primer capítulo de este documento compara el sistema de innovación vasco con el de otros países avanzados, basándose para ello en las estadísticas de I+D y en el indicador europeo de innovación (EIS). En segundo lugar, el sistema vasco se compara con el de otras regiones, basándose en las tipologías de regiones europeas y españolas elaboradas por el autor, así como en el Regional Innovation Scoreboard (RIS 2009). Tras ello, el documento analiza el peso y evolución de los diferentes tipos de actores que componen las infraestructuras científico-tecnológicas del País Vasco, en términos de número y tamaño de los agentes, su gasto y personal de I+D y financiación, a partir de una explotación específica solicitada a Eustat que agrupa los datos según las categorías manejadas por la red vasca de ciencia tecnología e innovación. Por último, el documento analiza los retos o problemas existentes en aquellos miembros de la cadena de valor del conocimiento (especialmente, CIC, centros tecnológicos, unidades empresariales de I+D y otros servicios avanzados a empresas intensivos en conocimiento) que generan este para ser transferido a las empresas. Todo ello, con el fin de formular una serie de recomendaciones tendentes a la mejora de las políticas de innovación en el sistema vasco.
The first part of this document compares the Basque Innovation System with that of other advanced countries using R&D statistics and the European Innovation Scoreboard (EIS). In a second part, it compares the Basque system with that of other regions, using both, the European and Spanish typologies elaborated by the author, and the Regional Innovation Scoreboard (RIS 2009). It goes on to analyse the weight and evolution of the different actors that make up the Basque country’s technological and scientific infrastructures in terms of the size and number of its agents, their expenditures, R&D staff and financing. This is done from a specific exploitation requested to Eustat that groups data according to the categories used by the Basque network of science, technology and innovation. Lastly it analyses the main challenges or problems faced by those members of the knowledge value chain (particularly, technological centers, R&D business units and other knowledge intensive services for firms) that generate knowledge for firms. It concludes with a number of recommendations for improving innovation policies in the Basque system.

Ondoren, EAEko berrikuntzako sistema beste erregioetakoekin erkatzen da, Europako eta Espainiako erregioetarako egileak sortutako tipologietan eta berrikitan argitaratutako Regional Innovation Scoreboard (RIS 2009) delakoaren emaitzetan oinarrituz. Hirugarrenik, EAEko zientziako eta teknologiako azpiegiturak osatzen dituzten jardule ezberdinen pisu eta bilakaera aztertzen da: zein den haien kopurua, tamaina, I+Gko gastu eta pertsonala eta finantzazioa; horretarako datuak, Eustati egindako berariazko eskaera batetik lortu ziren, non jardule edo erakundeen datuak zientzia, teknologia eta berrikuntzako euskal sareak zehaztutako kategorietan taldekatzen ziren. Azkenik, jakintzaren balio-katean kokatzen diren eta enpresei jakintza hori transmititzea helburu duten hainbat kideren erronka eta arazoak arakatzen dira (bereziki, CIC direlakoenak, zentro teknologikoenak, I+Gko enpresa-unitateenak eta jakintzan intentsiboak diren enpresentzako gainerako zerbitzu aurreratuenak). Hori dena, EAEko berrikuntzako politikak hobetzeko hainbat gomendio zehazteko asmoz.
