Resumen
Los sistemas regionales de innovación (SRI) y los clusters han cobrado particular importancia en la literatura y en las políticas de desarrollo económico. Tras exponer el marco conceptual de los SRI y en qué se distingue del correspondiente al cluster, el artículo expone las dificultades, imputables tanto a dicho marco conceptual como a la de disponibilidad de datos, para el análisis de SRI reales. También se presentan los sesgos que han presentado los estudios de SRI operacionales y el carácter normativo que ha impregnado buena parte de la literatura de SRI.
Berrikuntzako eskualde-sistemek (BES) eta klusterrek garrantzi berezia irabazi dute garapen ekonomikoari buruzko literaturan eta politiketan. BESen esparru kontzeptuala eta klusterrari dagokionetik zertan bereizten den azaldu ondoren, artikuluak benetako BESak aztertzeko zailtasunak, esparru kontzeptual horri nahiz datuen erabilgarritasunari egoztekoak, azaltzen ditu. BES operazionalen azterketek izan dituzten alborapenak eta BESei buruzko literatura kutsatu duen arau-izaera ere aurkezten dira.
The Regional Innovation Systems (RIS) and the clusters have become especially important in the economic development of policies and literature. After showing the RIS conceptual framework and the differences with the cluster framework, the paper presents the real difficulties for the RIS analysis attributed to such a conceptual framework as well as to the data availability. The paper also shows the views that have been stated by the functional RIS studies and the normative nature that have impregnated a great part of the RIS literature.
