dc.description.abstractEl proceso de integración y la Política de Cohesión de la Unión de Europea se preocupan, fundamentalmente, por las realidades estatales, protagonistas del proceso. Pero, la búsqueda de un desarrollo armonioso que reduzca las diferencias entre regiones se va abriendo paso en la agenda comunitaria. Desde el propio texto del Tratado de Roma hasta el vigente Tratado de Lisboa, desde el primer documento sobre política regional de 1965, pasando por la creación de los Fondos Estructurales (1989) y de Cohesión (1994), hasta el vigente programa INTERREG V(2014), la Europa de las Regiones ha ido consolidando su posición en la Europa de los Estados. Las ciudades, entes locales y municipios tendrán que esperar hasta 1994, a la estela del Tratado de Maastricht, para lograr un espacio dentro del complejo entramado de la Unión. Desde el primer URBAN (1994) hasta el Pacto de Amsterdam y la Agenda Urbana 2020 (2016), las ciudades han ido ganando protagonismo en la gobernanza multinivel comunitaria. En la actualidad, los retos de la Unión son, en gran parte, los retos a los que se enfrentan sus ciudades. Estamos ante el reto de una Europa de las Ciudades en el marco de una gobernanza glocal.es
dc.description.abstractThe process of community integration and the cohesion policy of the European Union are mainly concerned with the state realities, protagonists of the process. However, the search for a harmonious development that reduces differences between regions is making its way onto the community agenda. From the text of the Treaty of Rome to the current Treaty of Lisbon, from the first document on regional policy in 1965, through the creation of the Structural Funds (1989) and Cohesion (1994), to the current INTERREG V program (2014), the Europe of the Regions has been consolidating its position in the Europe of the States. The cities, local authorities and municipalities will have to wait until 1994, in the wake of the Treaty of Maastricht, to achieve a space within the complex framework of the Union. From the first URBAN (1994) to the Amsterdam Pact and the 2020 Urban Agenda (2016), cities have been gaining prominence in community multi-governance. At present, the challenges of the Union are, in large part, the challenges facing its cities. We are facing the challenge of a Europe of Cities within the framework of glocal governance.en
