A framework for collaborative governance in tourism destinations exposed to sea level rise hazards: the case of Zurriola Beach in the Basque Country

This study sheds light on the unexplored dynamics of adaptation in coastal tourism destinations that are increasingly exposed to sea level rise (SLR) hazards, such as the Basque Country in Spain. A classic version of the Mental Models approach was employed to compare the perspectives of “experts” and “non-experts” on SLR-risk and its management. Studies and reports on SLR-hazards, supported by the local government, clarified the experts’ position. Managers of local tourism firms were identified as non-experts. Semi-structured face-to-face interviews provided valuable insight into their perspectives. The main findings suggest that the local government should take the lead in the adaptation process, as tourism firms will barely act as facilitators. Research and education, tailored risk information, financial aid linked to the seasonality of the tourism destination, and collaborative governance can improve their involvement and proactive participation. The article concludes by discussing managerial implications, limitations, and opportunities for future research.
