Transición ecológica y justicia social: buenas prácticas y oportunidades para América Latina y el Caribe

Este artículo analiza, desde el derecho del trabajo y la seguridad social, la relación entre transición ecológica y justicia social en perspectiva comparada entre la Unión Europea (UE) y América Latina y el Caribe (ALC). A partir de la pregunta de investigación —¿Qué buenas prácticas europeas pueden ser adaptadas a la realidad de ALC para propender a que la transición ecológica genere empleo decente, cohesión social y mayor equidad?— se examina el marco normativo internacional, junto con las políticas y mecanismos financieros implementados por la UE. El estudio no busca trasladar modelos, sino aprender de la experiencia europea para fortalecer las capacidades institucionales y sociales de ALC, evitando la reproducción de desigualdades estructurales. En su desarrollo, se identifican siete buenas prácticas que actúan como guía para una transición verde con justicia social, orientada a integrar la sostenibilidad ambiental con el trabajo decente. Finalmente, el trabajo propone un camino posible hacia un modelo propio de desarrollo sostenible en la región, ambientalmente responsable y socialmente digno.
This article examines, from the perspective of Labour Law and Social Security, the relationship between ecological transition and social justice through a comparative analysis of the European Union (EU) and Latin America and the Caribbean (LAC). It addresses the research question: Which European best practices can be adapted to the reality of LAC to ensure that the ecological transition fosters decent work, social cohesion, and greater equity?The study analyses the international regulatory framework, as well as the policies and financial mechanisms implemented by the EU. Rather than transferring models, it seeks to learn from the European experience to strengthen LAC’s institutional and social capacities, avoiding the replication of existing structural inequalities. The paper identifies seven best practices that serve as a guide for a socially just green transition, integrating environmental sustainability with decent work. Overall, it proposes a possible path towards a distinct regional model of sustainable development that is both environmentally responsible and socially fair.
Artikulu honek, lan-zuzenbidearen eta gizarte-segurantzaren ikuspegitik, trantsizio ekologikoaren eta gizarte-justiziaren arteko harremana aztertzen du, Europar Batasunaren (EB) eta Latinoamerika eta Karibeko (LAK) errealitateen arteko ikuspegi konparatuan. Ikerketa-galderatik abiatuta —Zein praktika on europar egokitu daitezke LAKeko errealitatera, trantsizio ekologikoak lan duina, gizarte-kohesioa eta berdintasun handiagoa sustatzeko?— nazioarteko esparru juridikoa eta EBk ezarritako politika eta finantza-mekanismoak aztertzen dira. Lanak ez du ereduak kopiatu nahi, baizik eta esperientziaeuroparretatik ikasi, LAKeko erakunde- eta gizarte-gaitasunak sendotzeko, egiturazko desberdintasunak errepikatzea saihestuz. Garapenean zehar, gizartejustiziazko trantsizio berde baterako gida gisa jarduten duten zazpi praktika on identifikatzen dira, ingurumen-iraunkortasuna eta lan duina uztartzeko orientazioarekin. Azkenik, lanak eskualdean garapen iraunkorreko eredu propio baterantz doan bide posible bat proposatzen du, ingurumenarekiko arduratsua eta sozialki duina izango dena.
