The principle of democratic management, although well defined in the various Declarations of Principles has not received the same consideration as other principles, with regard to its practical capitalisation and prior assessments of the degree to which it complies. Following a brief analysis of the safeguards that are provided by the legislation on co-operation that would affect a Basque co-operative, the article focuses on the Declaration of Co-operative Principles that the Mondragon group defined in their First Co-operative Congress. In this declaration, the general principle was broken down into two parts: the Principle of Democratic Organisation and the Principle of Work Sovereignty, which proposes a number of indicators that may assist in the assessment of its degree of compliance and application.
