Ítem How do public leaders learn from society?: a reflexive analysis of action learners(Routledge, 2020-05-03) Murphy, Anne; Canel Crespo, María José; Barandiarán Irastorza, XabierThis paper uses action learning as a basis for producing research data that help explore the relationship between learning and listening in public organizations. The regional government of Gipuzkoa in northern Spain is engaged in a sustained effort to change the way it interacts with and interprets the future needs of society. Based on grounded theory and on a review of key concepts about critical action learning, a reflexive analysis of the implementation of the methodology of action learning with policy makers was conducted. The paper explores the learning journey participants undertake when implementing a governmental programme of citizen engagement, and shows that a space for criticality resulted in participants learning to listen to each other, and consequently to society, in ways which had previously been beyond reach. The paper concludes by discussing the learning implications for listening to society.Ítem ¿Qué aporta la escucha al capital social?: lecciones de un proceso de aprendizaje de líderes públicos(Centro de Investigación y Docencia Económicas, 2022-02-04) Barandiarán Irastorza, Xabier ; Murphy, Anne; Canel Crespo, María JoséLos estudios de administración pública afirman que el capital social es un recurso de valor intangible en la gestión pública y, como tal, da acceso al desarrollo y fortalece la democracia. Pero poco se sabe sobre cómo crear, gestionar y evaluar este recurso. Esta investigación trata de contribuir a la práctica del capital social poniéndolo en relación con la escucha activa. Apoyada en el análisis sobre un proceso de aprendizaje emprendido por un equipo de gobierno, la investigación evidencia que cuando se reflexiona colaborativamente en un nivel micro sobre interacciones reales con los ciudadanos, los líderes públicos estrechan la relación con la organización y con la sociedad, explicitan el valor de la misma y, con ello, se predisponen a identificar y articular el capital social, así como a trabajar más a favor del mismo. This research focuses on what public leaders learn when they undertake actions centered on learning by listening to society to implement governmental citizen engagement programs. Taking an inductive grounded approach to data analysis which draws on tools and methods of grounded theory as well as including a review of key concepts from public relations literature, a reflexive analysis of an action learning intervention involving the members of a provincial government was conducted. Results show that, when reflecting on interaction with stakeholders of the program, government members: increase their knowledge about both sides of the public organization-society relationship; become more sensitive to what listening is and implies, and, hence, more supportive of two-way communication; are challenged about the authenticity of the motivations behind their listening; become more aware of ways in which they work to build social capital; and, subsequently, increase their willingness to act together with society. This paper shows that reflection on the real implementation of engagement programs gives policy makers a better understanding of normative assumptions, and hence it instantiates public relations theories and concepts about engagement. By identifying acting-by-listening as integral to citizen engagement, it presents implications for the study and practice of public relations in public sector organizations.
