    Building policy capacities for tackling grand social challenges exploring the boundary-spanning potential of university research in the social sciences

    The emergence of new approaches to regional policy, including the well-known concept of smart specialisation strategies and the need to face grand societal challenges have highlighted the importance of policy capacities among public and private stakeholders. These challenges have increased the pressure on universities and their academic staff to assume more engaged roles within their respective territories. This article explores how social sciences research can contribute to regional policy capacities for tackling social challenges. Specifically, it focuses on the institutional arrangements that universities develop to facilitate engaged research in regions, or what have been labelled «university-based boundary organisations». We suggest that they are a relevant regional instrument due to their integration of knowledge bridging and knowledge coproduction functions. The paper explores how these roles contribute to regional policy capacities through analysis of the case of Orkestra-Basque Institute of Competitiveness, a university-based boundary organisation in the Basque Country.

    Evaluation in a systemic world: the role of regional science and technology policy

    This thesis provides an overview of the evolution of innovation theories, together with the evolution of Science and Technology (S&T) policies and their rationales. It focuses on the different theories that justify policy intervention in an innovation system and uses policy evaluation as an approach to analyse theories in practice, applied to a concrete case study. Taking into account that regions have become complex policy spaces in which different policies coexist and that regional systems have become central for innovation activities in firms, this research uses a regional case study focused on a specific S&T programme in the Basque region to analyse different policy impacts at firm level. In addition, interactions between different policies in a multi-level approach are analysed, constituting a systemic evaluation. Finally, the coexistence of different rationales in a certain policy and their interactions are explored. The thesis thus provides a complete overview of regional policy complexity in science and technology from both a theoretical and practical perspective, proposing a new approach for evaluating this complexity with a mixed methodology that takes the best from both qualitative and quantitative approaches. Specifically, this thesis proposes an approach that combines a quasi-experiment (quantitative technique) with semi-structured interviews (qualitative technique), therefore giving a holistic view of policy impacts. In particular, the quantitative technique gives an explicative response to policies additionallities, whereas the qualitative technique complements the quantitative approach especially in terms of understanding firms¿ actual behaviour.

    The keys to building the ecosystem "Bizkaia with the Talent" to promote STEM talent in Bizkaia

    This report aims to describe the process of building an ecosystem to address the shortage of STEM talent in Bizkaia and to respond to the challenge of ensuring territorial competitiveness for well-being. It starts with a theoretical analysis of the dimensions involved in a territorial talent policy, especially when it comes to STEM talent, and then describes the process carried out in Bizkaia and the lessons learned from the development of the ecosystem, providing a reflection on the key elements and benefits of such an approach and challenges for its sustainability over time.

    A seed towards a sustainable food system in healthcare institutions: the case of the Basque Country

    Public procurement of food is seen as a critical tool for a paradigm shift and for facilitating the development of specific policy objectives to build sustainable food environments. Furthermore, the harnessing of the purchasing power of hospitals, prioritizing local and sustainable food, offers the potential to transform food production systems into more resilient production models and bring them in line with current European sustainability strategies. This paper analyses the current situation of sustainable food procurement strategies in Osakidetza, the Basque Health System, and identifies the challenges and action plans needed to develop a sustainable food strategy. Sustainable food procurement is still incipient in Osakidetza. This roadmap proposal is a basic but necessary contribution as a starting point. Likewise, we find contributions from agroecology that are interesting for the construction of sustainable food environments in health systems.

    Smart specialisation strategies and energy transition an exploratory: analysis of the case of the Basque Country

    Energy transition is a core element of the sustainability transition around which the European Union’s post-COVID recovery strategies are built. While these strategies are being designed primarily by EU Member States, the regional level will be critical for their success. Firstly, because regions are key ‘implementers on-the ground’ of European and national policies. Secondly, because the placespecificities of regions make them ideal ‘laboratories’ for experimenting with the innovations needed for sustainability transitions. This opens an important research question around how regional innovation policy, and more precisely how the regional smart specialisation strategies (S3) that have been developed over recent years, could provide a ‘ready-made’ framework for discovery and experimentation oriented explicitly to energy transitions. This paper explores this question by combining discussion of the concepts of S3 and energy transitions with an exploratory analysis of the S3 experience in the specific case of the Basque region. The paper highlights that moving from a S3 to a Sustainable S3 (or S4) will require enhancing the connectedness of different parts of existing strategies so that energy transition goals are approached in a holistic manner.
