Ítem Aproximaciones al empleo verde en el País Vasco: de las actividades medioambientales al potencial verde de las ocupaciones(Gobierno Vasco = Eusko Jaurlaritza, Departamento de Economía, Trabajo y Empleo = Ekonomia, Lan eta Enplegu Saila, 2024) Gamboa Navarro, Juan Pablo; García Blázquez, Itziar; Larrea Basterra, Macarena; Fernández Gómez, Jorge; Albizu Echevarria, MikelEste artículo analiza dos aproximaciones al concepto de empleo verde: el enfoque tradicional top-down, que clasifica los empleos en función de actividades y sectores, y un enfoque bottom-up, que los clasifica a partir de capacidades o tareas concretas. Se evalúan las implicaciones de ambas definiciones en el País Vasco, utilizando la Cuenta de Bienes y Servicios Medioambientales de Eustat (top-down) y el potencial verde de las ocupaciones desarrollado por Orkestra (bottom-up). Se concluye que una comprensión profunda de las ocupaciones y capacidades verdes requiere una visión amplia y flexible que puede englobar los dos enfoques mencionados. El caso analizado es el de la Comunidad Autónoma del País Vasco y se explotan, principalmente, datos del Directorio de Actividades Económicas (DIRAE). El artículo concluye que, aun contando con un marcado carácter manufacturero, existen una serie de ventajas vinculadas a las economías de aglomeración que determinan la localización de los SEIC en los entornos urbanos. Se refuerza así la tesis de la «ventaja urbana». De todos modos, aunque los SEIC tengan, a priori, un carácter urbano, el tipo de SEIC (profesionales, tecnológicos o creativos) va a condicionar sus patrones de localización.Ítem A quantitative cross-regional analysis of the spanish VET systems from a systemic approach: from a regional comparative VET research perspective(European Research Network Vocational Education and Training, 2022-04-19) Moso Díez, Mónica ; Mondaca Soto, Antonio; Gamboa Navarro, Juan Pablo; Albizu Echevarria, MikelThe aim of this paper is to analyse comparatively, at regional level, the current state of a wide range of indicators of Vocational Education and Training (VET) in Spain. This will make it possible to characterise and better understand the existence of a variety of regional VET systems, including the Initial VET and Continuous VET subsystems within Spain, doing so under a multidimensional approach examining VET supply and demand. Methods: Systemic analysis of Spanish VET indicators leads to a selection of 54 indicators, which are then compared at regional level using k-means clustering. This approach identifies similarities and differences (clusters) across all of Spain's 17 autonomous communities (Spanish regions). The correlation between the variables is then analysed to examine the interaction between the VET system's supply and demand dimensions. The results show that 19 indicators explain the main differences between autonomous communities, which form two distinct clusters. Both VET supply and VET environment and demand influence cluster formation and intercluster differences. In the set of indicators that differentiate the two clusters of autonomous communities, close interaction is detected between certain indicators of VET supply and demand, especially those referring to the STEM occupational group, which confirms the correlation between these dimensions, albeit to a limited extent. While it is necessary to analyse the differences between clusters in greater depth, the results suggest that Spain's regions are split into two distinct groups (clusters) in which the respective VET systems are developing and advancing differently. Moreover, there is evidence of a small number of significant interrelations between indicators of VET supply and demand, which point to both the VET system's specialisation and its inclusive nature.Ítem Vocational education and training and knowledge intensive business services: a promising relationship in the digital era(National Research University, Higher School of Econoimics, 2022-06-24) Albizu Echevarria, Mikel ; Estensoro García, Miren; Franco Rodríguez, SusanaKnowledge intensive business services (KIBS) act as bridges of innovation in the productive fabric. Given this growing importance, the occupational structure and demand for skills in KIBS activities need to be reflected upon. This paper examines the occupational structures of KIBS, looks at the role that vocational training profiles can play within them. The focus of this analysis is the case of the Basque Country, to which the mismatch approach was applied. Beyond merely understanding the current role of vocational education workers, this approach makes it possible to explore the potential of VET graduates in KIBS. Three types of mismatches are studied here: vertical mismatch, horizontal mismatch, and skills mismatch. The results show that the relevance of VET workers varies within the different types of KIBS, being particularly important in T-KIBS. This leads to the conclusion that VET graduates can play a key role in digital transformation processes, both at manufacturing and services companies.
